Journalist Jefferson Morley alleged in 2025 congressional testimony that a newly unredacted 1978 HSCA transcript shows CIA counterintelligence chief James Jesus Angleton gave false sworn testimony about CIA surveillance of Oswald’s correspondence while Oswald lived in the Soviet Union.
The note from Oswald to Agent Hosty reportedly contained a threat or warning and was destroyed, reportedly flushed down a toilet, within hours of Oswald’s murder.
The FBI initially withheld from the Warren Commission an entry in Oswald’s notebook containing an FBI agent’s name, address, and telephone number.
Morley testified that he had found no pre-assassination intelligence showing that the CIA or FBI knew Oswald intended to kill Kennedy.
Senator Cooper affirmed he “held in [his] mind during the life of the Commission that there had been three shots and that a separate shot struck Governor Connally” and “there was no evidence to show both men were hit by the same bullet.”
Morley described the fully declassified pre-assassination Oswald file as 198 pages, contradicting Richard Helms’s 1964 sworn characterization of the CIA’s prior information as “minimal.”
Large releases of information in 2025–2026 materially strengthen evidence that the CIA and FBI knew substantially more about Lee Harvey Oswald before November 22, 1963, than early official accounts suggested.
The underlying evidence for the Warren Commission report was published as 26 volumes of hearings and exhibits, released in November 1964.
Competing explanations
The House Select Committee on Assassinations (HSCA) concluded that eyewitness testimony refuted the Main Street ramp theory for Ruby's entry and judged that he probably entered through an alley and stairway route instead.
The HSCA concluded that Jack Ruby’s act of shooting Oswald was not spontaneous and involved “at least some premeditation.”
The HSCA found it less likely that Jack Ruby gained access to the police basement without assistance.
The HSCA concluded that Jack Ruby made at least two—and possibly three or more—separate trips to Cuba, based on Cuban tourist cards, immigration records, FBI records, and bank records, which contradicted the Warren Commission's report of one social visit.
The HSCA stated that the Warren Commission’s and FBI’s conspiracy investigations were seriously flawed and that the Commission was incorrect in finding no significant associations involving Oswald and Ruby.
The 1982 NAS Committee on Ballistic Acoustics found that the impulses attributed to shots in the HSCA acoustic analyses were recorded about one minute after the assassination.
Critics have raised issues about the accuracy and condition of the Mannlicher-Carcano rifle, questioning its capability for the precise shooting attributed to Oswald.
A 1982 National Academy of Sciences Committee on Ballistic Acoustics unanimously found that the HSCA acoustic analyses of the Dallas police Dictabelt do not demonstrate a grassy knoll shot.
